Country of the Houyhnhnms
Since the Country of the Houyhnhnms is inhabited by a race of horses called Houyhnhnms and the humanoid Yahoos, which are humans in their most primitive form.
Gulliver states that the only difference between him and the Yahoos in the country is their lack of clothes and cleanliness. I suppose this can be implied to America in one sense, America in comparison to its actions with other countries.
At first, America started as a country with different views than any other country in the world. Gulliver started as a human with no comparison to any other race in the country since he was a Yahoo with a sense of reason and responsibility. America and Gulliver both eventually conformed to a form of a more sophisticated society. America conformed to a European type of society with few differences and Gulliver conformed to the Houyhnhnms, seeing himself as needing to be better than the Yahoos he has been compared to.
In Gulliver's Travels, Gulliver is expelled from the Country of Houyhnhnms because the Houyhnhnms see himself as a Yahoo with an ability to reason. Gulliver thrives to try and be like the Houyhnhnms and surrenders his European, more specifically, British, teachings in order to become something he sees as a better being. America has somewhat done the same, though it is true America has some differences than other countries, we have almost become indistinguishable from other European countries in our culture.
Compared to other places Gulliver has been to, Gulliver has had a key difference, something that makes him inevitably and distinguishably different. America was the same in its beginnings. Now it seems that Gulliver and America share the same ideas, trying to conform to what they believe to be a 'better' society.
